The one body positioned to reach a legal finding, the UN Commission of Human Rights Experts on Ethiopia (ICHREE), was dissolved in October 2023 while still calling for further investigation. No replacement mechanism exists. The absence of an independent finding is not evidence that no crime occurred; it is the product of a decision not to look.
